Frederick Celani was more than a decade into a rollicking, relentless career as a con man when he bamboozled city officials and employees in Springfield, Ill., into believing that he would make the city the hub of an overnight package delivery service. Unemployment was high in Springfield, which needed the economic boost that Mr. Celani was promising. In a whirlwind few months, he hired 100 workers, including pilots; leased cars; and rented office space and an airplane hangar. On March 1, about 1,000 people gathered at the hangar to celebrate Kayport Package Express’s first day in business. And Mr. Celani skipped town for Los Angeles, according to an account in a three-part series about him in The Standard Journal-Register of Springfield, which began in 2007.

(AP) — The Illinois Supreme Court will hear an appeal of actor Jussie Smollett's disorderly conduct conviction for staging a racist and homophobic attack against himself in 2019, then lying to Chicago police about it. The court on Wednesday accepted the appeal from Smollett, formerly a cast member of the television drama “Empire.” It will review a December state appellate court ruling that upheld his 2021 conviction by a Cook County jury. A special prosecutor refiled charges against Smollett after Cook County State’s Attorney Kim Foxx dropped the case and Smollett forfeited his $10,000 bond and conducted community service, which Smollett argues ended the case. Spokane Valley, Washington is seeing the fastest growth in high-income households making at least $200,000 annually. The analysis found that just one Southern city made the top 10 for cities adding high-income households at the fastest rate between 2021 and 2022, while four cities in the northeast ranked in the top eight. The report notes that high-income households often have large impacts on local economies, which could impact housing markets in the long term. Spokane Valley, located in the eastern part of Washington, had an over 183% increase in high-income households, amounting to over 1,500 between 2021 and 2022. Evansville, Indiana increased by 150% during the time period, adding 816 high-income households.

I spent the bulk of my Friday column summarizing early Republic and antebellum debates on the nature of the American Republic. The arguments run from Thomas Jefferson and James Madison in the 1790s to Abraham Lincoln in the 1860s. Speaking of Lincoln, researching that column gave me an excuse to read through a few of his most famous speeches and addresses. They organized speeches, debates, lectures and dramatic performances and brought in notable persons to participate. The suspension, she ruled, deprived Shannon of “protected property interests” without due process. Prosecutors in Douglas County, Kansas, charged Shannon on Dec. 5 with rape or an alternative count of sexual battery. The alleged incident occurred early on Sept. 9 after Shannon and a friend attended the Illini's football game at Kansas. The woman said Shannon grabbed her buttocks and then reached under her skirt and touched her sexually.

CNN —A formerly unknown relative of the most iconic of all dinosaurs, Tyrannosaurus rex, has been newly identified, according to a study released Thursday. Called Tyrannosaurus mcraeensis, the creature likely roamed Earth up to 7 million years before T. rex emerged. But Tyrannosaurus mcraeensis’ bones were discovered decades before the creature officially got its scientific name. “The lower jaw in a Tyrannosaurus rex is actually quite robust. “That set the table for when Sebastian started to look at our specimen and say, ‘Hey, these don’t actually look the same as the famous Tyrannosaurus rex specimens from places like Montana.’”

Residents of cities across the Midwest will be hardest hit by home heating costs this winter. A new study ranked US cities based on costs in relation to incomes, energy efficiency, and more. The study ranked heating expenses in the 500 biggest cities in the country based on several factors, including electricity and heating fuel costs relative to average income, home energy-efficiency, and things like weather and average home size and age. Cleveland and Flint have particularly energy inefficient homes, while Independence and St. Joseph ranked high on energy costs, the study reported. During the hot months, places like Florida and Georgia become the most unaffordable when it comes to HVAC costs, the study noted.

WASHINGTON (AP) — The Biden administration has chosen a location for a new FBI headquarters in Maryland, people familiar with the selection said Wednesday as the suburban Washington location was selected over nearby Virginia following a sharp competition between the two states. Democratic Maryland Gov. Wes Moore argued in recent months that building it there would be fast and save taxpayers $1 billion. He said a headquarters in the majority-Black Prince George’s County would meet equity goals raised by President Joe Biden. In recent months, the two other finalists were Springfield, Virginia, and Landover, Maryland.
